Lawful Notification Concerning Violations of the Rule of Law and the Rights
of the People Regarding REAL ID
Notice to Agent is Notice to Principal and Notice to Principal is Notice to Agent
I, _________________________________one of the People (as seen in the 50 State Constitutions), Sui Juris, Republican in form, present this Notice so that you and your agents may provide due care. Please take notice that the sovereignty of the People of these United States, as recognized by the organic State Constitutions and founded upon the immutable principles of natural law, cannot be lawfully infringed, limited, or subordinated by the acts or policies of any government, agency, or corporation. It has come to our studied attention, after thorough research and examination of the foundational law, that serious violations have occurred regarding the treatment of the People's unalienable rights, specifically pertaining to the REAL ID Act and its enforcement.
Please take notice that this Notice is issued in good faith and in strict accordance with the Rule of Law, which
is that which is fixed and unchanging, binding upon all people and institutions alike, and superior to the
will of man. This means that the Rule of Law is not based on statutes, regulations, case law, or procedural
rules, but upon foundational legal principles and constitutional maxims that stand above the whims of
legislatures, courts, and government officials.
Please take notice that REAL ID represents an egregious violation of these principles, unlawfully conditioning
the exercise of unalienable rights, such as the right to travel, to access public facilities, and to live freely within
the land, upon compliance with an unconstitutional, federally mandated identification regime. Such action is
repugnant to the Rule of Law, is without lawful authority, and demands immediate correction.

• Declaration of Independence (1776): "That to secure these rights, Governments are instituted among Men, deriving their just
powers from the consent of the governed."
• Constitution of the United States, Article IV, Section 4: "The United States shall guarantee to every State in this Union a
Republican Form of Government."
• Tenth Amendment to the United States Constitution: "The powers not delegated to the United States by the Constitution... are
reserved to the States respectively, or to the people."
• Maxim of Law: "That which is against natural right is void in law."
• Maxim of Law: "The created cannot be greater than the creator."
• Marbury v. Madison (1803), 5 U.S. 137: "A law repugnant to the Constitution is void."
Duty to Operate Within Lawful Authority
Please take Notice that as a public servant within the executive branch of the federal government, you, Kristi
Noem, Director of the Department of Homeland Security, are bound by solemn oath to support and defend the
Constitution for the United States of America and to act strictly within the limits of delegated authority. Any
action beyond that delegation constitutes usurpation and is null and void from inception.
Please take notice that REAL ID, enacted through legislative maneuvering and attached to an appropriations bill without full constitutional process, does not derive from any enumerated power granted to Congress under Article I, Section 8 of the Constitution. Nor is there any provision therein granting the federal government authority to impose identification mandates upon the sovereign People or to condition the exercise of natural rights upon federal approval.
Please take notice that no act of legislation, executive action, or bureaucratic rulemaking can lawfully abridge,
infringe, or condition the People’s natural rights. Such acts are repugnant to the foundational principles of the
Republic and are void without need for judicial confirmation.
You are hereby lawfully noticed that continued promotion, support, or enforcement of REAL ID constitutes a
breach of trust, a violation of oath, and an act in rebellion against the sovereignty of the People.

the Land."
• Constitution of the United States, Article I, Section 8: Enumerated powers granted to Congress (no grant of authority to
regulate personal identification).
• Tenth Amendment to the Constitution: Powers not delegated to the United States are reserved to the States or to the People.
• Marbury v. Madison (1803), 5 U.S. 137: "A law repugnant to the Constitution is void."
• Maxim of Law: "Delegata potestas non potest delegari" , A delegated power cannot be delegated.
• Maxim of Law: "What is contrary to the divine law is void in human law."
• Declaration of Independence (1776): "That whenever any Form of Government becomes destructive of these ends, it is the
Right of the People to alter or to abolish it.
Executive Orders and the Mandate for Lawful Governance
Please take Notice that as Director within the Executive Branch, you are further bound by Executive Orders
13771 and 13892 issued by President Donald J. Trump, the 47th President of the United States, requiring that
no agency may enforce, implement, or promote any rule, regulation, or policy that exceeds constitutional
authority or violates the unalienable rights of the People.
Please take further Notice that under Executive Order 14215 and Executive Order 14219, you are additionally
commanded to ensure accountability within your agency and to rescind all rules and directives inconsistent with
the Constitution and lawful governance. REAL ID, lacking constitutional authorization, falls within the scope of
these Orders mandating removal of unconstitutional practices.
Failure to act in compliance constitutes dereliction of duty and a breach of lawful order.

Violation of Unalienable Rights
Please take Notice that the right to travel freely upon the land, to associate, to transact, to work, and to live
peaceably without government intrusion or permission is an unalienable right, secured by natural law and
recognized by both the Declaration of Independence and the Constitution for the United States of America.
Please take further Notice that any action by the federal government, DHS, or any other body to condition
these rights upon a federally approved identification card constitutes a gross usurpation, a conversion of rights
into privileges, and an act of tyranny.
It is a fundamental maxim of law that "That which is against natural right is void in law."
REAL ID, being a federal act that conditions liberty upon government permission, stands in direct opposition to
the Constitution and the foundational guarantees of liberty.

Please take Notice that this Lawful Notice is issued in good faith and in the spirit of constitutional due process.
The People offer opportunity to correct violations prior to pursuit of further lawful remedies.
Please take further Notice that you are afforded thirty (30) days from the date of receipt of this Notice to rebut
the claims herein, citing with specificity and particularity any constitutional provision or lawful authority you
believe justifies your actions.
Failure to respond within the time allotted constitutes tacit admission and confession to the facts stated herein.

Lawful Demand
Please take Notice that you are lawfully demanded to immediately cease and desist from any further
enforcement, support, or promotion of the REAL ID Act or any related program.
Please take further Notice that you must initiate lawful corrective action to restore and protect the unalienable
rights of the People.
Please take further Notice that if you dispute this Notice, you must respond lawfully within thirty (30) days,
citing specific lawful authority. General denials shall not be accepted.
As John Locke declared in his Second Treatise on Government: "When those entrusted with power misapply it
through fear, folly, or corruption, they betray the trust placed in them."
Governments derive their just powers only from the consent of the governed, not from acts of coercion.
